To know when to excommunicate someone we have to first understand the true purpose and intended affect. It is suppose to act as a “medicine.” The reason the bishops don’t use it here is because it could backfire. The bishops often speak with the politicians one on one for a potentially more effective outcome. If you search, you will find that Cardinal Dolan gives good reasons for when not use excommunication. 

Dr. Ray’s point of the culture at odds with the Catholic faith helps us to understand the large chasm between the faithful and the secular. The politicians are often elected mostly by the secular thus they appeal to them. Excommunication would most likely be celebrated by said politician to demonstrate his fidelity to his voters and his ability to resist being “bullied” by the church. This is not the hopeful intention of excommunication. It may just drive a wedge deeper between Catholics and popular politics.]]></description>
